Annex D defines the objectives of the negotiations as follows: Trade facilitation became a topic of WTO discussion at the Singapore Ministerial Conference in December 1996, when members requested the Council for Trade in Goods to “conduct exploratory and analytical work. on simplifying trade procedures to assess the scope of WTO rules in this area” (Singapore Ministerial Declaration, paragraph 21). (*1) The group of WTO members, which supported multilateral trade facilitation rules, later became known as the Colorado Group. These include WTO members such as Australia, Canada, Chile, Colombia, Costa Rica, EEC (later EC), Hong Kong, China, Hungary, Japan, Korea, Morocco, New Zealand, Norway, Paraguay, Singapore, Switzerland and the United States.
